The point of the section wipe is for a clean start. The barrier to get into tier 1 is much lower so if you were able to get into popular before it should be a cake walk to do it again.

To everyone who is saying that people will not vote for suggestions because they have already seen them, near as I can tell that is simply not true. I just moved a thread that gained over 400 votes in 4 days. And after a peruse of several misc threads, votes are coming much quicker than they do for shop threads (though obviously not at the insane numbers of that one thread).
It's because people spam the suggestion thread all over GD for votes and to raise awareness. It's good tho, but most of those suggestions are poor.
I am entirely confused. Misc suggestions wont go into tier one? Or does this have to do with OLD threads and GOING FORWARD they will be?
'Cause what the OP and title reads in layman's terms is "Misc threads will be ignored" and I don't quite think that is what is intending to be communicated.
Any old threads moved to archives during the Misc section wipe a week ago will not be moved.
Any current threads in misc can be moved to tier 1 if they meet the requirements.
Perhaps a more practical thread title is
"All misc suggestions created PRIOR to misc wipe will be archived"
or
"Only popular misc suggestions created AFTER misc wipe will be moved to Tier 1".
