Basically, this happens because Scout's ultimate consists of 2 different debuff states at 2 different stages. Null Stone only negates the first one and Scout's ultimate does not go on cooldown until it actually fires the projectile.
When Scout is channeling the spell, this is applied to the enemy:After the spell successfully impacts the enemy, this gets applied:name="State_Scout_Ability4"name="State_Scout_Ability4_Slow"
i assume it works with hellbringers boil only if your the main target now

So, I just got Nullstone against Valk because in DotA, this item blocks arrow.
It does not block arrow in this game. Hoping it was an oversight, because it really should block it.

i had my problems with Linkens/Nullstone aswell, specifically with Potm/Valk's Arrow/Jav but S2 have taken a different approach with Nullstone and its working out perfectly fine, besides the current turret bug, only skills that directly target you via player control or via auto (i.e. Thunderbringer's ultimate) will get blocked, a skill like Javelin can hit anything/nothing.
Also yes, Engi's turret will cause Nullstone's new function to take place which will cause your nullstone to rapidly cooldown and be used up :P

about the magmus's lava surge, nullstone blocks it if it isnt on CD, am i correct? But what happens exactly? does everyone in the AoE except you get stunned, or does the stun have no effect? question also applies to Hammerstorm's hammer throw.
Completely nullifies any effects of the spell :/
add charged hammer/thunderclaw lightning procs to the list
