A few months ago I believe the minotaurs were changed to only stun when 3 or more player controlled units were present, but when monarch is one of those people and puts down a poison cloud that gadget or whatever it is seems to count as a 3rd person and the minotaur stuns.
I don't think this is intended as its not an actual summon or creature as far as I can tell.
How to replicate: Just take two people attacking a minotaur camp and observe no stun as normal, add in the poison cloud from monarch and it will stun which I believe is a bug.
No match ID's its not hard to replicate.
