My experience they include people who have no clue (or suck and play like they have no clue) or are there to enjoy knocking the teeth in of some people who have no clue.
Is the newb only just a recommendation? Are players of a certain ranking kept from playing in these games or is it up to the host to police those who decide to join?
I would like to see 2 things:
1) Newb only also lets the creator set a maximum player rating.
2) Newb only means it is ok to be a newb! I don't understand why people rage when they are in a newb only game and their teammates are terrible...that is kind of the point of playing in this area...if you want quality opponents play a higher level game.
Also what is with people joining newb games then asking 3 of them to get locked? Makes auto balance somewhat pointless...

Noob only games are currently bugged. In the future they will have various restrictions placed on them, possibly controllable by the host.

I am of the firm opinion that subtracting "raging stupidity" from anyone's voice can only cause them to sound more like myself.
Agreed upon the "Don't join a newb only game when you want capable teammates".
And the 3 locking part, maybe they are friends who want to learn the game together? That's what I do sometimes.
When I first got HoN I played newb games because I thought of myself as a newb. I had played DotA before; however, and so I could lasthit, deny, and knew how to lane/kill people. My problem was taking 5 minutes at a time sorting through item shops and getting hit by a spell then saying "He can cast THAT spell?"
On the other hand, some other newbs had never even played DotA and were totally lost. They would run to the jungle to try and level RPG style, and be promptly killed by neutral creeps. Some teams would explain the game, and unfortunately others would flame them and start a votekick.
To surmise, I believe that one of the large discrepancies in "newbiness" is that there are newbs who have played DotA and are new to HoN, and those who have never played DotA and are new to HoN.
New only means that more skilled players frustrate themselves so they can yell to noobs. An rising self esteem while yelling
