We know that BKB starts with 10 seconds effect and a lot of cooldown and stabilizes at some point for the rest of the game. Getting BKB is an item that no matter what else you pick cannot be substituted because it's just too good: gets you out of trouble, makes you difficult to kill, has great stats...
So how about we make the carries pay for those benefits as the game drags longer. The item starts with 10 charges: 1 second immunity 5 second cooldown per charge. Once all charges are out, you need to re-purchase the recipe to get all the charges again.
Carries don't get that easy "get out of jail forever" card all game, and makes them a bit more vulnerable lategame. And if you don't want to recharge the BKB, sell them and get another survibability item.
Pretty sure S2 are currently working on a change to the item, and the last time patch notes were leaked it was primarily focused on removing the "sell BKB, get 10 sec immunity again" aspect of the item.
Also, 1 second immunity is stupid.

No need to rework it. There are more and more heroes with physical abilities that counter it.
Flint, panda, rampage, monkey, drunken etc
then there is also superior magic as well.
Shrunken is has diminishing returns but i agree the rebuying of it should be reworked somehow.
in HoN, BKB became a core item on all heroes, i'm rather agree with you, something like 5 charge consumable, and you need to buy again the recipe to get charges, but lower the recipe cost....
