That's because S2 has repeatedly tried to move things to be more noob-friendly by defaulting options that are, in reality, very detrimental to new players. You'll want to go to options->interface and check detailed tooltips about halfway through the options. You may also want to take a glance at the other settings because many of them (such as the hero outline rather than targeting circle) are detrimental to my ability to process the information on the screen, and you may find the same to be true of you.

^ I actually like the targeting outline, I would have used the highlight that was in before but it was too obtrusive by greening the whole model. The target cursor's color/range indication is sometimes too hard to see in the heat of battle. Especially when targeting an allowed target out of range, the color simply lacks visibility.
