Information:
I decided to make it % based and not second based since it wouldn't be balanced at all.
You can only target enemy heroes and they will get a debuff called 'Charmed Magic'
which will last until they cast a spell. However, the spell they casted will have a 15% longer cooldown.
This is the perfect 'anti-mage' item. Not the perfect item for Magebane, but if the other team is caster heavy,
Charming Slippers is the perfect item to purchase. You will be able to delay heavy ultimates like Behemoth's which
is crucial to win a team fight. This item is all about predicting (or luck) what the enemy will cast.
You should try use it on the spell with the highest cooldown possible to get the maximum effect.
Example:
Rank 3 Shockwave, 110 seconds cooldown. He uses ulti after you debuffed him with Charmed Magic.
Cooldown is now 110x1,15=126,5 seconds instead.
20% would look like this: 110x1,2=132 seconds, that is 22 seconds longer which might be better.
If you look at 20% on a 5 seconds cooldown spell (like Magebane's Flash), 5x1,2=6 seconds, which is only 1 second higher.
It's really just small numbers, but can be crucial to get him.

You know what would also be cool? Lowering cooldowns on your allies.
I don't like. Bad idea to mix magic armor with regular armor for such a low cost, imo. Magic armor should remain specific, and costly to attain.
Also, I think the effect is quite useless tbh. I'd prefer some sort of magic ensnare -> triple the casting time of your target for 5 seconds. Now that would be cool.
