I like the concept, but the numbers need tweaking

Special Trigger Effect When Hit:
Cooldown: 12 Seconds
When hit by an enemy, 100% chance to cast Armored on self for 5 seconds, 50% chance to cast Armored 2 on self for 5 seconds, 25% chance to cast Armored 3 on self for 5 seconds. This buff does not apply to the initial hit.
Armored 1's Effects:
+5 Armor
+30 Movement Speed
100% chance to block 10 damage
Armored 2's Effects:
+10 Armor
+50 Movement Speed
100% chance to block 20 damage
Armored 3's Effects:
+15 Armor
+70 Movement Speed
100% chance to block 30 damage
Use of this item:
-Tanking heroes like Legionnaire who have a portal key to move around, dont need a big movement speed unless your running, but even then you will be able to tank a lot of damage, and the Armored's effects are pretty useful.
-New form of boots that doesn't give stats/movement speed (unless hit)

I won't T-Down yet, but I don't really like the concept. RNG procs are definitely not my favorite system. Especially in something like this. I don't really see it filling any necessary role, and I don't see why you'd put it together when you'd actually lose movespeed until you're hit. Give me some reason to like it. Or to even see it being useful in game.
Nice idea. Good balancing with the 40 movement speed!
This would fit as a good 4th "boots" item, covering armor which isn't covered in the other 3 right now.
Voted yes, has potential. Also encourages initiators to initiate more, as low movement speed synergies well with heroes who can use portal key/shroud to help them ult and initiate and stuffs.
Btw I voted the top option, I don't like to choose the ones like the one you put as the second option.

Blarfles: I put it on boots because there aren't any boots that give armor anymore. Plus, the negative attribute on the boots help balance it out.
agreed, the concept is interesting, however, on boots, this is just bad because the base movement speed is waaaaaay too low. No one would get this because you would move just way too slow.
You are better off say replacing boots with iron buckler or something and increase the recipe cost to compensate and you have a way more effective item.
With boots (and boots don't stack), you are selling yourself short in usefulness.

And J-Smiley, I posted earlier, this item would be good for those initiators who can use Portal Key or Assassin's Shroud to initiate a team fight. Since they'd be the one to start the fight and start it instantly anyway with an ultimate or such, and that they usually should be the last ones out of battle, low movement speed isn't such a bad idea for them with the well synergistic armor bonus.
Boots that have armor and extra move effects are too OP on casters/support early game vs dps heroes. Giving the boots a base MS below that of normal marchers to try balance makes them bad for chasing, only good for running away. But it will make casters too to kill early early game when they have disables as well. S2 wants to buff agi heroes early game atm, not make it harder.
Dude you really have no imagination... an item combining armor and boots named armorboots? It gives armor and speed, and when hit, you got 100% to get more armor and speed, 50% even more armor and speed and 25% again more armor and speed. What a boring concept...
