(Disclaimer: Verified Basic Accounts will be referred to as Basic Accounts)
Let's get to the point straight away, Basic accounts aren't having fun once they hit verified and Legacy accounts aren't having fun when paired with Basic accounts. Why? Because drafting is a huge part of HoN, wins and losses can be decided at the picking screen, this always leads to frustration for both basic and for legacy accounts when they realize they can't counter-pick or correctly pick a team. Basic accounts will eventually unlock all heroes but it's an immensely long road.
What I'd suggest is the implementation of Bronze Coins, they're worth the same as Silver but can only be spent on purchasing hero access. Only Basic accounts can receive them for obvious reasons.
How do you gain these elusive new coins? By leveling up. Every time your account levels up you receive around 690 Bronze Coins.

Total Silver Coin cost of all 86 heroes is 29600. This means the average cost per hero is 29600 / 86 = 344,18 coins. I suggest giving 690 bronze coins so a player can unlock 2 heroes per level on average. I'm only level 17 myself so this would've netted me 34 new heroes on average by now, this is not a huge amount, I'd suggest awarding an even higher Bronze Coin amount but I understand there's some other interests at hand and you want to sell the convenience.
What would all of this accomplish?
- Basic accounts can have a much larger pool to pick from, increasing their fun and decreasing the frustration from Legacy players;
- Basic accounts don't feel like they're getting so ripped off and it adds another reason for them to play;
- Basic accounts will look forward to leveling up;
- Basic accounts can now choose whether to spend their silver coins on cool cosmetic stuff or to expand their hero pool even faster.
PROBLEMS:
- What do you do when a basic account unlocks all heroes?
It's a fair question and one that will inevitably arise and I'd suggest that they keep gaining Bronze coins anyway, it's a good reward for the tipping point where they unlock the whole hero pool. It allows them to keep purchasing all new heroes fresh out of EA while keeping EA relevant as it costs Gold Coins.
- Won't this lead to decreased sales for S2?
I actually think it'll lead to the opposite, Basic accounts will think that they're getting a much better deal and won't feel so forced to buying heroes, they might purchase some cool skins instead. On the whole, it will either stay largely the same or increase sales.
On a final note, I want to thank everyone who took the time to read this whole thing and I hope I at least get some S2 Staff criticism towards this idea!
EDIT: To further illustrate how long it would take to unlock all heroes, I'm level 17 with 379 games played. This means 34 heroes on average once you hit 380 games, that's a pretty long time and doesn't make it incredibly easy to unlock everything by a long shot.
You have put a ton of though and effort into making this. I really hope an S2 staff member will run into this post. I have to agree with you on about everything except the coins, I think they should actually be able to "pick" a hero to unlock at every level rather than purchase one, with a bonus hero at every five levels, two per level might be a little steep. You put much more thought and effort into this than I did though, so I guess two heroes per level would be ok.
I actually thought of suggesting 2 heroes straight up instead of Bronze Coins, I decided against because this allow for more flexibility and wards off always picking the higher priced heroes.
If you get 690 coins when you level up, you can choose how you spend the coins, it lets you get 9 heroes off your first level if you pick all the cheaper ones or it lets you get one of the most expensive ones. It gives the player much larger choice.
Let's imagine that you level up from 1 to 2, you gain your 690 Bronze coins.
This means you could pick up, say Silhouette and you'd have 40 left over. On the other hand, you could purchase all the cheaper heroes and end up with 9, for example: Plague Rider; Moon Queen; Accursed; Andromeda; Dampeer; Defiler; Electrician and Witch Slayer.
Or you can even go on a hybrid, picking up a 250 Coin and a 400 coin hero.
It gives the player choice on how to spend it instead of just choosing 2 heroes.
Seems like a good idea in theory, instead why not limit it to say the first 5 levels, It allows them to build up an okish pool of hero's whilst not giving too much away.

is a lot for new players ( 5-7 heroes ) but not too much for s2

Well, one of the best things about what I suggest is that Basic Accounts will inevitably become Legacy accounts except for the game modes, this also allows them to purchase those passes much more freely. Though again, that's one way of doing it.
Well, that still incredibly limits them instead of giving them constant growth, plus it gives them a pretty big choice when they're still largely new.
better idea:
Add Premium Account.
Same benefits as legacy account, costs 50 - 60 $ (like a normal game in a store)
Then how would s2 makes money if every1 are looking for those bronze coins??
But for sure they will be playing for longer period of time.
So i guess as some1 said it above... ur idea should be valid till level 5, once they are verified they should earn heros with so called silver or gold coins
With this solution i think ppl would think and make wise decision what heros to unlock before hitting lvl 5 and once they hit lvl 5, s2 will be gaining their money frm silver/gold coins.
Due to this MAY B the player number and revenue for s2 can increase
Its really more about getting them hooked in that delicate early stage, I mean with the combination of the free hero pool and some relatively easy hero unlocks for the first 5 levels they are more likely to play, stick around and perhaps start buying things for gold coins.

So the sentence actually goes like this..
Till level 5 f2p should be given bronze coins so they make around
690*5 = 3450 bronze coins..so with that number of coins any user should be able to pick most of the heros depending on how he plays (support/initiator/carry).. Hero pricing according to bronze coins should be bit complex as the user should be able to buy most of the heros but not all.
After lvl 5 they shouldnt be any bronze coins and all he can do is buy heros with silver/gold coins (remember until 5th lvl the user never used silver coins so he must have a handful of them).. If they dont they will buy them giving s2 revenue to continue developing this game![]()
