Sound and Visual Design: The design is like the picture above, maybe a voice like zephyr but make it more of a old man type less deeper. uses his staff to shoot.

Role:
Ganker / Mid game carrier.
Would be nice to have a human mage in my opinion.

The Elemental Shoots a blast filled with venom, damaging them per second and slowing their attack speed by 20% ( does not stack with Soaked )
level 1: 20damage per second for 7 seconds.
level 2: 40damage per second for 7 sconods.
level 3: 60damage per second for 7 seconds.
level 4: 80damage per second for 7 seconds.
Cooldown: 12 seconds.

The Elemental Drenches an enemy in freezing water slowing their movement speed by 35% ( does not stack with Venomous Strike ).
level 1: 90 magic damage slowing the enemy.
level 2: 150 magic damage slowing the enemy.
level 3: 200 magic damage slowing the enemy.
level 4: 325 magic damage slowing the enemy.
Cooldown: 15 seconds.

Entangaling Roots
The Elemental entangles an enemy unit while damaging and disarming them from casting spells or normal attacks for a short amount of time.
level 1: 1 seconds doing 40 damage per second.
level 2: 1.5 seconds 40 damage per second.
level 3: 2.25 seconds 40 damage per second.
level 4: 3 seconds 40 damage per second.
Cooldown: 20seconds / 15 seconds / 10 seconds / 6 seconds.

The Elemental calls forth bursts of lighting from the gods dealing damage to an enemy units within 400 range, does 1 bolt on each target. When casted silences enemeys. ( can be uprgeaded with staff of mastery, increases damage by 100, and increase silence by 1 second.
level 1: 150 magic damage, silences for 3 seconds
level 2: 300 magic damage, silences for 3 seconds
level 3: 450 magic damage, silences for 3 seconds
Cooldown: 180 / 120 / 90.
