get literally every rune and gank sidelines / get DD and rape her

Get runes (blink LOL) and ruin the f out of their sidelanes. Don't expect to out harass or out lasthit as hag vs arachna, she's simply too superior in that aspect.

Also you if you got a strong single target stunner ( etc) you caaaaan~ kill her at level 6 with some good will added on top.

Still, just focus on being a ganking whore. If you make that hard carry on your safe lane get farm cause u raped their hard lane, that carry WILL outcarry arachna in almost any case scenario.

you should be getting all runes because arachna has no aoe

try to hit arachna with scream when u nuke waves

blink after nuking wave to avoid more attacks

when you are both lvl 6 she has no levels in the second skill probably, then you can kill her, if not solo you can kill her with a roamer.

dont get haunt, try 2 get t5he creeps on similar hp, so if she goes to kill your creep you can kill hers, use your nuke, do not jump at her, youll cry, you should beat jher to most runes, you can push the lane easier, if she leaves and guesses then you get lvl 6 before, and with 2nukes+ ult she dies, so nuke her.. before shes lvl 6 man up on her, ult before u sonar since it does more damage, so she cant carpace mos of the damage by carpacing after nuke.... their reactions arent so fast. DOnt try harrass her by auitos, use sonar

Harden Carapace is only a factor if you're levelling haunt instead of scream. She shouldn't be able to carapace before every one of your screams, so use them to both harass her and get last hits. That solves two of your problems. The harass she gives you shouldn't be as strong as the harass you give her, combining the fact that you should get a bottle pretty quickly and dominate rune control, giving you far more regeneration that she will have.
