A lot of the problems with this hero would be alliavited if mines were reworked to something like this:
Engineer is able to drop a mine that gaines 1 charge every 35/35/40/40 seconds up to a maximum of 4/6/8/9 charges
Engineer is able to drop the mine, but it drops "unarmed"
after gaining however many charges engi wants on it, he has to walk back over and "arm" the mine.
Walking over the unarmed mine destroys it and you take no damage.
Engineer can only drop 1 mine

What does the charges do then?
And why would it be better? The mine at Charge 9 would have to represent his current maximum mine total damage of 9 minesx300 dmg.
1 single mine that pops 2.7k dmg is pretty damn much.
IMO they could actually buff the mines to either remove the "reloading" of mines, making it more like techies old mines.
