Patches ago we were able to pull from x.13-x.17 But now.. i can only pull on x.16 x.17 and x.17 i only get the melee creeps and the archer turn back to lane)
Cause the Leash has changed.. the Legion pull is rly hard... Hellbourne is fine.. both camps can be pulled, but Legion can only pull 1 camp and you have to hit x.16 otherwise u fail... hellbourne pull can still go on from x.12-x.18
All over i must say.. Legion side.. is much harder to win then hellbourne.. they need 2 wards to save their jungle, hellbourne still only need 1

Sounds like a case for the Balance section to me :S
