Well after this new episode with Amun-Ra, I suggest to S2 : "Release every new heroes in "Dev Heroes"" for some weeks (1/2/3) before he can go on Matchmaking.
If you have see on Public Game, you have this mode, "Dev Heroes", a option who become totally useless. Time to unearth it.
A good point for limited try on Public Game and don't ruin players MMR if it eventually need some nerf.

Every new original hero seems imbalanced when its new, one way or the other, because no one knows what to do with it. You cant rate something as complex and contextual as a hero based only on a couple of days or even the first few weeks, especially when available playtime is below average like it has been recently.
You have no idea how much time and testing they put in to each hero before release, they even added the whole SBT system specifically to AVOID heroes wasting away in dev mode. They have professionals doing as much as possible, and the following reasons illustrate how dev mode would not improve on that process.
1. most people play mm, where dev mode doesnt exist, and that includes the competitive scene, which is who heroes are primarilly balanced for, for good reason
2. people playing public games would not necessarily play dev mode, so the new hero wouldnt get the "testing" you think they need (testing which is little to no value compared to experts playing it a few dozen times)
its a fact that it takes time to learn a new hero, how to build it, combo it, and counter it. Everyone has to play and vs the new hero to get a feel for it.
3. shoving a well-tested hero in to dev mode would prevent those things from happening, to no end but to delay his actual release.
4. for the majority of players, they wouldnt see the new hero until it came out of dev mode, at which time this exact situation would happen. All dev mode would do is delay it a week or whatever length you arbitrarily decided.
