If an electrician is carrying a Nomes Wisdom, does he get healed from casting Electric Shield? I think this would make it an amazing item on him.

Mechanical: shield uses "<takemana>" (I think), which bypasses Nome's.
Balance: that would be extremely OP.

No, if you want to split hairs, it doesn't. Electric shield doesn't have a mana cost. It consumes mana to create a shield of equal size.
It'd be op for the obvious reason. You know the reason you just don't know that it would be op - explaining it isn't going to help. Neither is this the place to ask that question, so it's moot either way.
there is no cooldown on manashield. and if you have full health, you get a damage shield equal to the health it would have healed you for.
thus you can sit in fountain, spam mana shield until you have a 84093280942 damage shield, and be unkillable, as long as you keep refreshing the shield.
Technically 0.5 second cooldown. And I'm fairly sure that isn't the reason.
The damage shield only lasts 5 seconds so you wouldn't get too far out of pool without losing it.
Unless you can regen 20% of your mana in 5 seconds. Or get another skill or item with a low mana cost and under 5 sec cooldown which elec doesn't have, even with Spellshards.
My guess as to the reason is that it would give you much more damage reduction than it should.
For example.
You have a 200-mana strong manashield (266-damage strong) and 200 health.
A hero hits you with a 400 magic damage nuke (let's say he has spellshards making magic armor null. I can't remember if manashield is factored in before or after armor/magic armor).
You heal up 50 health as well as negating 200 of the damage. You take 150 of the total 400 damage.
You just reduced 12.5% more of the damage for no extra mana cost, taking the total reduction of the shield up to 62.5%.
Adding on a constant 12.5% damage reduction is worth quite a lot more than 2240 gold.
TL; DR: You're paying the same mana cost (and a trivial gold cost) for 50% as you are for 62.5% and the shield was balanced upon having an absolute maximum of 50%.
