Balancing stealthy heros

Easy.
Nerf detection items to make them harder to detect.
And nerf stealthy heros and shroud, but not so much as detection items.
Lowbies do not use detection items so for them these heros are nerfed.
For more skilled players they are buffed.

That's the thing about stealth heroes. They are decent untill a higher level.

I don't think detection items should be nerfed. That would only make them (invis heroes/items) better for pubstomping.
