So I'm kind of confused on what kind of boots I should get with
Steamboots: Most expensive of all and has lowest movement speed. While it provides more health then Plated Greaves, it does not have any bonus armor and the bonus attack speed isn't really necessary for him.
Plated Greaves: These are the boots I currently get 9/10 times. Good overall stats, some nice armor and provides a 70+ MS instead of Steamboot's +60.
Ghost Marchers: While it provides a lot of extra movement speed, the bonus damage isn't really what Soulreaper needs IMO.
Striders: Doesn't really fit Soulreaper. They will be constantly on cooldown due to the low cooldown time on Judgement, and don't provide any additional stats.
Poste Haste: To expensive, you should focus on survivability items instead IMO.

actually ghost marcher is the most expensive, and its only by 50 bucks from steamboots. not counting post haste of course.
it all depends on what you will buy next, sr really doesnt need atk speed but the strenght from steam is very good.
personally i like to go steamboots + nomes wisdom combo, but if the other team is very reliant on physical damage (somenthing like sill, nomad, panda...) OR i want to push like a boss i go plated.
ghost marcher only if youre going nullstone or somenthing like that.
never go striders.
post haste only if youre roflstomping.
Early post haste on SR is with the same arguement as with Torturer: Since he's such a good farmer, an early post haste can increase your GPM (As well make sure you're in every team fight) that much more.
Striders is a joke, Post Haste for Late Late Game or Stomp Games. Other choices is situational. Steamboots good for HP boost versus nukers. Plated for phisical damage team because of armor and maybe for push. Ghost Marchers if you need mobility badly or need not extra survivability.
My tactics never fail.
if you have a dedicated support you shouldnt need push boots, steamers can be bought in the lanes and are cheap for what they provide, alltho SR has a heal he still needs the hp boots from steamers.
I almost always go for steamboots, keeping them on STR for the extra HP. Every now and then you swap them to int to have that little extra mana for heal/tp/ulti
I can see the argument for Greaves, but Steams are just too good for me to pass up when I play him. IMO, stick with Steams and abuse steam swapping, casting Judgment on INT then swapping to STR before it hits, so you get more mana from the creep kills.

Stop buying stupid Ghost Marchers on SR.
Don't even think about Striders.
Plated or Steams are both acceptable choices. Plated are SLIGHTLY cheaper and SLIGHTLY faster than Steams (just about enough to compensate for crap base MS), and in many cases, 5 armor and 3 STR is probably more survivability than 10 STR.
PH would be nice, but if you have that 2200 gold, I guarantee you can find a better way to spend it.
Soul Reaper is a semicarry who has fairly decent stats to begin with. With that said Ghost Marchers are an obvious choice to allow you to heal/damage nuke more enemies, push up farther to ulti and to affect more enemies with your aura. Soul Reaper isn't benefited by increased attack speed that much nor does he need more armor/creep pushing abilities. He pushes the lane enough with his aura and enough heal that he doesn't want plated greaves.
Soul Reaper's survivability is better imo with Ghost Marchers than other boots because he can easily run away if he is in trouble. You have to be pretty stupid to chase a hero with a heal/nuke, a damage aura and a stun/helladamage ulti.
Soul Reaper is usually in a solo lane, so when it comes time to gank how is he going to get in range for his heal if he has steamboots? You are going to get kited so easily without ghost marchers/post haste. Soul Reaper is supposed to be able to push up and apply pressure as well as pull back with his team and keep them up.

Ganking with SR is all about chasing enemies down, ghost marchers is the natural coice. Steamboots are just horrible for that.
I guess Plated Greaves works if you get beaten hard in your lane and have no farm to speak off (turtle up!). Stacking armor can work wonders for int semis, it's way more effective than going steamboots for a minor hp boost anyway.
It's a matter of preference really. I prefer to get ghost marchers on most heroes in general because it fits my playstyle. Steamboots feels more like something you would buy before ricing all game, which is not at all what I would do with SR (or if the hero already has increased mobility like blink or something).
Ghost Marchers > Plated Greaves > Steamboots
^- doesn't change the fact SR needs to be able to stand up to some abuse and Ghost Marchers do not contribute to that

If nothing else, at least I've never bought him a SotM like every other low-MMR ****tard 'rushes' as their next item right after Ghost Marchers, inducing me to bang head against wall wishing I hadn't swapped him, and only did out of fear that my brilliant teammates would make me lane with SW and buy them wards, no matter how fervently I insisted SR is free food in 20 minutes without some kind of farm and we have a ****ing PR who will function just fine as their slave...ramble ramble...

Your reasoning and your stats lead me to believe that you have trouble getting farm. I can't imagine how bad playing at that bracket must be however if you are baby sitting a carry as a semi-carry that is just the stupidity of your team during the picking phase.
If you are farming at 200gpm, you should have your Ghost Marchers in 7 minutes.
A general note about INT Carries/semicarries is that they are useless without a solo lane (or the farmer role in trilane at competitive level). I have never had a good game laning with someone as Aluna, Torturer, Dr, Hag, Hellbringer, Bubbles, Bomba, Defiler and the list goes on.
I have nothing against you but you really shouldn't be giving people advice if you are the one that needs it yourself.
My suggestion to you is to stop playing solo MM, I was in your situation at one point myself, you don't learn anything at that level and you become a worse hon player. At that level in order to win you need to go mid as a carry/semicarry and win the game for your team.

If you were paying attention you might also have noticed I was pretty much just agreeing with OP, and well, all shitty statted people aren't alike, I see a lot of dumb **** every day that I wouldn't even think of doing..
Personally I agree with Epidemilk, that Steamboots is the best choice.
SR isn't a ganker/chaser, he is meant to be tanky and do AoE dmg like a boss.
And to do that he needs the survivability that Steamboots provides, along with swapping to intellect when low on mana.
And saying that anything but Ghost Marchers on SR is the best thing, and saying that Epidemilk needs advice for going Steamboots?

Get your boots on SR like you do for SS: If you can farm them early, Post Haste, if not Steamboots.
Post Haste early = + GPM by a lot = items that will increase survivability whereas Steamboots are just optimal boots that have survivability.
I prefer :EnhancedMarchers: for superior positioning to make Judgement as effective as possible. However, against high nuke teams (Pebbles, Pyro), I get :Steamboots: (on strength, of course), because mobility does very little against them. As for :PlatedGreaves:, I very rarely get them, but as people have said, they're golden against physical teams.
Steamboots, early burst in HP allows you to exhaust more healbombs if you are ever caught in a bad position in a gank or teamfight, + str boot swapping is imba on him. Plated gets an honorable mention. eHP + heal + ability to push
