Summary
Physician is conceived as a counterpick to lategame hard AGI attack speed carries like Madman, Magebane, etc., with a unique mana draining ability to disrupt mana dependent casters and roaming gankers early game. His skillset lends him to various item builds which are uncharacteristic of INT heroes.

Physician uses his profound knowledge of Newerthian botanicals to develop powerful anesthetics suitable for disabling foes. Modifying the ammunition for his vaccine gun, he becomes able to debilitate either a target's attack speed or movement speed.
Skill Type: Toggled skill - Attack modifier
Mana Cost: 15 / attack while active
Cooldown: 2.5s shared cooldown with Anesthetize. Both abilities go into cooldown when either is toggled off. Only one of either Tranquilize or Anesthetize may be active at one time.
Effect: A target hit by Physician's attack while Tranquilize is active receives a debuff of -2.0/3.0/4.0/5.0% movement speed. Debuffs from Tranquilize stack with themselves up to a maximum of 60% movement slow.

Anesthetize

After eight years of grueling training, Physician has learned to wield his inventory of horrifying tools with surgical precision for maximum trauma. Among the most fearsome of them is his trademark pneumatic bone saw.

Effect: Physician deals 100/170/230/300 physical damage per second to a single target up to a maximum of 400/680/920/1200 damage. Effect is interrupted if Physician's channeling is broken or if target moves greater than 300 units away from Physician.

Spinal Tap
"Nothing like the smell of fresh cerebrospinal fluid in the morning!"

Physician fires a projectile artifact from his gun with the accuracy of a master surgeon directly into the spinal column of a target. Once Tapped in this fashion, Physician can convert the target's mana into healing energy, restoring the HP of any allies within range of himself.

Effect: Physician deals 125/175/250 magic damage and applies the "tapped" debuff to a single target Hero. Once tapped, Physician may activate Spinal Tap at will to the following effect:
Mana Cost: 10% of Physician's maximum MP
Effect:Burns an amount of mana from Tapped Hero equal to 7%/10%/12% of Physician's maximum MP. For each point of Tapped Hero's MP burned in this manner, allied units within 500 units of Physician are healed for 0.3 HP.
Cooldown on Spinal tap is 0.5s.
Tapped can be purged, and is purged on death of either Physician or target.
Tapped is otherwise permanent.
Tapped cannot be applied to more than one hero simultaneously.
