Savage Mace and Riftshards

If someone were to get both of these items, is it like two HotBL, where if one doesn't proc, the other has a chance to? Or is there a chance you could crit with the +100 damage from Savage Mace?

AFAIK both can proc at the same time.
Savage Mace is no crit after all, so why shouldn't it? Also I think 2 different crits (item + skill) can proc at the same time too

Both can proc, the +100 from savage doesn't get increased though only your attack damage does.
