The build starts off normally:
Bottle
Phase Boots
Shamans
Suddenly, Frostburn.
Why? Well, a number of reasons. First off, it's an easy build. If you aren't having the best game, frostburn will be much easier to make, than say, a staff. The strength will give you a solid hp and dmg boost, as well as a slow that will let you get more auto attacks in while chasing with rot. The movement speed bonus will most likely make you faster than most other heroes, allowing you to catch up to ult, chase better, etc. The additional ms will help a lot with ganks as well. The armor from the agi boost is slightly helpful in tanking, and it gives you more agi than a staff would. The attack speed can be helpful if you decide to go radiance later.
The strength bonus from frostburn will also stack with a boosted ult should you choose to build a staff next. Your final item is up to you, but a heart turns you into a beast tank as you already have a ton of hp from frostburn. Additionally, instead of making a staff, you can seperate frostburn and have a firebrand and a skull, for some major slow, especially since it stacks with rot.

Why would you even bother with getting it? Better off farming a 40 min ult stick as the hero has 2 of the best chase mechanics in the game. Hook and rot. You dont need another slow tbh.
I'd rather take that Ogre Axe and make it into a Shrunken Head if you're having difficulties in mid-game.
A full channel of your ultimate boosts your health, damage, rot AoE and basically makes you OP for a good portion of the teamfight.

He'd be better off going items like :BehemothsHeart: :FrostfieldPlate: :Puzzlebox: :KuldrasSheepstick: :Portalkey: :ShrunkenHead: :StaffOfTheMaster: :BarbedArmor: :Nullstone:
Puzzlebox is like lolwut on him instead of Frostburn if you want more movement speed, increases movement speed, badly needed mana pool
Frostburn isn't the WORST pickup on him, but it'd kinda a joke and doesn't get of one of his two biggest weaknesses, getting stunlocked and just dying, and his low mana pool.
Maybe getting it as a final pickup could serve its usefulness for more late game mobility and added slow, but in general you don't need it. Increasing your survivability and team utility is more important.
If you're owning so badly that it doesn't matter what you get and you wanna play "carry Devo" and get :GeometersBane: :FrostwolfsSkull: then sure why not?
If your owning, i cant remember which pro who went basher pudge in dota at end game, but their is always that option.

For the same price you could have a portal key, Ogre Axe, and 4 wards.
I don't think pudge makes good use of the attack speed or the movespeed boost from frostburn.
I usually go Shamans and tablet (instead of a PK) since tablet is imo core on dev. If you are good with the Hook you can make some awsome moves, since you can use tablet on your enemy to push them right into the hook! And you can use table while you are taking damage.
And it's perfect for chasing with decay, getting into ult range etc etc. If you havnt tried it, do it.
