Relation between bad network and game fps

So I've been trying to understand a problem occuring to me in the last few days.

I think there is a correlation between the amount of queries through my network (dormitory wlan) and the fps I get in the game. Last week before everyone was back from the vacations, I could play perfectly normally with a 40 fps in game and arounf 80 fps in the lobby. Now that everyone is back, I have only 12 fps ingame and 50 in the lobby.

In addition my average ping on EU servers has increase to a astonishing
    300ms when I had around 100ms before.

It doesn't seems to be a graphical problem since my drivers are the last WHQL of nvidia, and I'm above the recommended requirements. I did the tricks on my CPU but it doesn't seems to have an effect.

I also tried the network latency thing with wlan optimizer and I edited my registry without success. I'll try to test that on Gentoo as soon as I can but in the meantime, I'd like to know if you have any idea of what I could do besides changing my ISP (which is impossible)

Do you have a lot of applications running in the background when you play HoN? Applications that communicate through the internet?

Not especially since I shutdown µTorrent when I'm playing. It's a very random phenomenon so I believe it's not caused by my laptop. It didn't happen the last 2 weeks but it started against yesterday, and I didn't modify anything.

I have yet to re-install my Gentoo but i guess I can test the all thing with Ubuntu.
