Im positive that it's network lag. FPS is around 100+ most of the time. Characters walk jerkily during network play only, not in practice mode or in replays. According to the wiki, it is described as downstream network lag.

Ok. Those results look just fine. Either you have traffic shaping on your connection (either by your ISP or by your modem) or you are having problems caused by windows sound drawing too many resources (see http://forums.steampowered.com/forum....php?t=1043281).
I have already tried those fixes. Those were the first things I tried before posting on the forums. I've been researching for a month before i actually posted so theres probably no solution that I can find through google that I havent tried. Are there any other possible solutions or causes? This incident began when I installed my new gpu roughly 4 months ago but I don't see how it would affect network games and not practice games. Is there a possibility of a gpu interfering with networking?
Hmm. Ok. Could I see your console.log from after playing a laggy game?
Your gpu won't affect this. One possibility is that traffic shaping started to be used on your network. That would result in low ping times, yet high in game latency.
I believe a console log has already been uploaded from the previous ticket i submitted. Check the very first post where i linked the initial post prior to 2.0
