Magic carp won't stun electrician if he uses static grip. But hey, elec is still moving (dragged towards target) so should be stunned.
"movement" is considered when the unit is moving via the move command, not when the unit is pushed/attached to a projectile and the projectile moves (not Electrician).
Not a bug, more of a Balance issue.
