Is he a good semi-carry?or is he subpar to the others? eg. ss,repulsor, etc
He's a extremely good semi-carry or a soft-carry, I'd say more of a soft-carry though.
flint has a passive ministun on his attack which scales with attack speed. why does people call him a soft or semi carry while others like ss or fa considers full carries ?
SS is considered a strong carry becuase of his ability to farm down creep waves in 2 spells. This allows him to get a very strong farm no matter what, making him very strong. Not to mention once he has bkb/pk his ultimate can change the tides of the game. especially if you hit 16 before the opponents team.
FA in my opinion isnt a hard carry, but, she does have the ability to farm very very well with skellys.
flint doesnt really have a tool to farm other than flare, which isnt as strong as SS/FA's abilitys to farm.
Also SS has dread, the -armor scales well into late game.
Flints damage on ministun doesnt scale any more with attackspeed then regular damage. So he effectively has no scaling damage.
Soulstealer has +60 damage and a -4 armour aura. Also the highest nuke damage in the game.
Forsaken archer in a teamfight hitting 3 targets is dealing like ¬250% of her normal damage whilst applying orb effects.

Negative armor, damage and nukes does NOT scale. SS's strenth is his early and mid game. Depending on this, his late game presence maybe good also. But that doesn't mean his skills scale.
And for the op's question. That depends. In a team full of carries Flint may even be played as a supprt to earn your hard carries enough time to farm properly.
Flint also has insane range and great agi gain. How are you guys not getting that he's one of the hardest carries in the game?
The stun does not hit magic immune target which most carry will be. You against other carries he does not have any scaling ability. He's also very soft, getting hit 2-3 by other carry can get you killed.
Negative armour effects EHP so it does scale.
And whilst 60 damage isnt a scaling ability it will contribute more DPS then scaling abilties like arachna's aura for the entire game and will help out DPS some scaling abilities like madmans crit for a large portion of the game.
When i refered to the nuke damage i wasnt saying its a scaling skill but rather having the highest nuke damage in the game helps to carry, i probably should have elaborated.
With the same amount of armour late game i get hit by an attack that deals 200 damage. I take 50 less damage.
As damage increases as the game, armour scales because it reduces larger and larger amounts of DPS.
It wouldnt scale if it absorbed 300 damage every 20 seconds because the numbers are set. The fact it has a multiplicative relationship to generate your EHP means it is likely to scale.
flint has one of the best stat gains in the game, and if his attack speeds gets high enough you wont even be able to touch him without blink. he is strong early and quite good late.
