Yes, I would like to see an item like this.
No, bottle is good enough as the only rune use item.
:BastardSword:
1400g
+
Recipe
600g
=
The Runeblade
2000g
Passive
--------------
+25 damage
Active: Runic Assumption
---------------------------
On use, can target rune on ground or in bottle
to assume some of its power within
The Runeblade. Once The Runeblade has
a rune within it, it cannot contain another
rune for 2 minutes. The effects last 2 minutes
for all runes.
This item is meant to be a mid-game dominance tool for carries that use the mid game to roam around, gank, and farm.
Runic assumptions:
Sword of Death (double damage rune)
Sword of Agility (haste rune)
Sword of Illusion (illusion rune)
Sword of Subtlety (invis rune)
Sword of Regrowth (regeneration rune)
Keep in mind, all numbers can be tweaked. I contemplated using a bottle instead of the recipe, however I realized that some characters get bottles and runed axes so I decided against it. Also, yes I realize there are other forms of this that have already been proposed, this is just my take on it.

Is it just me or has there been a rush to make runes more useful lately?
Anyway, I like the time and the effects, but not the component(s) a sword? why a sword? so many things fit better, a trinket, a medallion, a helm anything and maybe a bit more items in the recipe.
In theory, I like it, but having it constricted to a 2 minute duration makes me sad, because in some cases the rune itself would be more useful.
I think it'd be cooler if the passive effects lasts until either A) another rune is consumed or B) death - The 2 minute cooldown on absorbing a rune should remain, though.
Hmm I'd like to suggest a shorter duration ~1min and then you can use the sword to activate the rune.
Or perhaps let the duration be dependent on the rune and then have it eat at the rune albeit slower than a fully active rune then you can activate what's left of the rune if you so wish.
for instance
dd lasts 45 seconds let's for fun say that a captured rune then lasts 3 times as long as a fully active rune. so you have 3*45sec = 135 seconds of dd sword now let's say that after 105 seconds of runesword you decide that now is the time to kill scout who's just cancelled his invis you have 30 seconds of runesword left, but you would much rather have DD, so you get 1/3 of the remaining runesword time as a full rune that would be 10 sec of real DD after you've been using the benefits of the rune for farming and harrasing scout.
Also I think maybe the DD sword is a bit strong in comparison to the others
