When you use terror on certain creeps, Basically ancients and most neutrals, it doesnt give you the attack speed buff greatly reducing your farming time.
Furthermore Engies ultimate does not get blocked by stone hide like it does by shruken head.
Engineers ultimate is supposed to purge all the magic immunity spells, so at least that's intended.
I think terror is working as intended. And shrunken head can't be purged but i think stone hide can be purged(I'm not 100% sure on this)
Engineer's ultimate ONLY doesn't affect Shrunken Head. Any other forms of Magic Immunity will not protect you from it. Intended as S2 specifically added that codeline to make the exception.
Oh and Terror only works on heroes - intended. Make a thread in Balance about that if you want.
@fenrixx: Incorrect, Stone Hide has no effect type.
