I'll run two builds depending on team comp; 1-2-3-1-1-4-1-2-2-2 etc if my team is heavy on disables, if not 1-2-3-2-2-4-2-1-1-1
I prefer going Hellflower first instead of sheep/sac stone due to the added damage Hellflower adds and the silence is pretty much always clutch, easy build up and the mana regen helps a lot in the early/mid game.
I haven't tried Savage Mace / Riftshards. I've found with Steamboots > Hellflower > Null > Harkons | Sheepstick you're still putting out good damage. I'll have to give it a shot. The later the game gets the less you need your mana regen so I can see subbing a utility regen for a dps item. I like the CC though.

if you're ganking (and the lanes you're ganking don't have much in the way of disables) then maxing the pull first is the way to go - so that you can kill things.
if you're going korean ricemode in some 1300+ apab then I guess you can max the poop skill first and farm for the first 40 mins.
my self if i'm not 1v1 line i go 1-3-1-3-1-4-1-3-3-2-2-2-2-stats-4-4 because in 2v2 line you can harrash well with that buildup. Enemies won't get you down and if they try gank you you can set contraption and do 1 attack while enemy is slowed a bit. You should try get enemy follow you to forest or anywhere and use 1 skill and 1 attack uness enemy turns back when you use ulti to get in front of him and use again your 1 skill and keep attacking.
If you'r in 1v1 line then i pick skills like 1-2-2-1-2-4-2-1-1-3-3-3-3-stats-4-4. So you should try keep harrashing enemy and when your lvl 3 or past you should use 2 skill and 1 skill as a combo when cpreeps are low so you can kill enemy creeps and take enemy hero near to you ending to grip him/her near to you so your creeps can attack enemy hero.
Items are 1 manapotion and hp potion + stat items. Get steamboots and after that start making hellflower. If there is still time after those items you should make sheepstick or frostfield plate.
Itembuild may be different depending your enemies and your team.
