Armadon Quills fail on first use

Not sure if this is the right section or the Bug Reports... but.

Armadon's quills don't do any damage on first use. Second time the enemy gets hit by quills, it does though. I'm not sure if this is intended, it doesn't make sense if it is intended.

An example of what I mean is at about 8:55 up top. My first quills don't damage anything, then the second lot do.

Is this now normal behaviour?
