The peacekeeper is a male that has a staff that on each side has a small balance on it's end. His voice is mortal (no effects aka fade etc). Just really a holy warrior if you will. A judge.
Story
The peacekeeper is a holy warrior that was given the task from the god(s) (haven't read lore) to vanquish the hellbourne in order to rise to the heavens. Some say that he is the child of blind justice herself. In his quest he chooses to support the Legion in maintaining the balance between good and evil. He will not stop until his mission is complete.

Harmonize
The peacekeeper causes damage to all enemies with in a small area and causing a sleep effect that breaks on damage. Grants allies hp return and dispels debuffs.

Balance: Creeps that remain slept usually would be awoken from enemy creeps to prevent tower exploiting. In order to sleep an enemy hero they need to be within the area around the peacekeeper. Similar to the way that Pestilence impales.
Visual: Image of a balance around the peacekeeper with rising yellow beams of light.

Tip the Scale / Martyr's balance.
The peacekeeper deals damage to himself in order to deal damage in an instant to a enemy. Channeled. the longer this ability remains channeled the more damage is dealt to the target cannot excite X amount.

Balance: In order to use this you need to deal damage to yourself and channel it. The peacekeeper is put at risk while using this ability for a long period of time.
Visual: Blood sacrifice effect followed by a yellow glow on the target.

Meditation
The peacekeeper enters a trance gaining hp at the cost of mana or mana at the cost of hp. Similar to the way morphling switchs between agi and strenght.

Balance: If you switch you hp for mana your a possible one shot depending on how much of a chance you want to take. If you switch mana for hp while running you go oom and stop channeling hp ending up dead.
Visual: Red wispy glow while gaining hp. Blue wispy glow while gaining mana.

Equilibrium
Switches Life between you and the target.
Soul Keepers Sunder.
Balance: Swapping HP is always risky. Depending on the target hero they can stun, become magically immune or just one shot you with a nuke skill before you can pull of the swap but if you can be clever with it you can avoid this.
Visual: Bright Yellow and a Balance appears above the target.
Had this idea for awhile and really liked it.
