Soulstealer ports out to woods after Rampage has stampede targeted. Rampage keeps line of sight regardless.
Additionally, immediately after, it seems Rampage is able to cast his ult on Soulstealer after Soulstear used his Shaman's Headdress. Perhaps I do not understand the mechanics, and I realize the Ult does physical damage, but I was under the (perhaps incorrect) impression that nothing could be target-casted when a SH is active.
Target type of Rampage's ult is physical, so it bypasses Shrunken Head. That's intended.
Also, Stampede keeping sight is intended.
