No, I don't think it would work out.
Many other competitive communities possess a pug channel on the GameSurge network. I would be fully willing to set up a channel like this for HoN if I had some people interested in helping me get it up and running.
What it would be:
There would be a pug bot. An admin starts a game on the pug bot with the game type and settings and people would add up to the pug. After 10 people add to the pug bot, it either selects captains that pick teams or randomly drafts teams (depending on which the community was more in favor of) and then the admin would go in game and create a game named "HoN PUG #" after which the 10 designated players would join the game and their respective teams. I would also like to set up a Ventrilo or Mumble server due to the fact that most people prefer these types of voice programs over VOIP.
What I would need:
To get this up and running, of course, first and foremost I would need community support (hence the forum post). Second I would need a team of fairly active and international admins to allow for games to go on at any given time of day/night in any time zone. Lastly I would need a group of people or person willing to help provide a voice chat server for the channel to use.

I've scripted a gather bot, quite similar to the things that you're talking about. Although, the channel would have to be located on quakenet as it's one of the largest IRC networks availible.
