Almost every day there are new threads created in General Discussion about griefing/harassing/intentional feeding players. So, why not have a forum dedicated to reporting players? This is how it would work in my opinion:
1. User makes a thread including match ID, timestamps, description of what the reported players did and their names.
2. Moderators or volunteers look at the replay to confirm that this is actually against the rules.
3. S2 is notified.
Would make it alot easier for both forum moderators (dont have to give the same answer to every thread about this over and over) and users reporting players.

but they have had that system for years now and its worked almost flawlessly since its beginning.
Although you might be better suggesting this rather then website feedback.
Intentional feeding can't and surely won't be banned in public games, that's someone's way to have fun afterall. But bans should be considerated for flaming, swearing and racism and a section dedicated to this would be welcomed among the hon community.
