Matchmaking SMR Range

Brief Description:
1) Players who select "Beginner" option are ending up in games with players who selected "Intermediate" or "Expert" option.
2) Players who selected "Expert" option are not gaining or losing SMR points (+0/-0) because of the large range of SMR spread.

How to Replicate:
Join any solo matchmaking game.

I know this happens, but I don't know if it's a bug. It may be a design flaw that either the spread was made too big or there isn't a minimum PSR you can gain/lose.

Confirmed so it can be checked by S2.
