This is correct, yes.
However, it attacks 3 heroes at once at level 3.

I can't see the screenshots, but like he said it isn't a bug. It states in the tooltip after you get SotM that it bounces 0/1/0 times and splits into 1/1/3 attacks.

It makes him horrible late game!!! Didnt it used to splitr like 2 times and bounce once? I cant remember, but hes no good now, hes ok early game and average mid game. Not many people play him now =/

I don't know about DotA, but I believe it has always worked this way in HoN.
