The reason NS back in DotA was considered so weak was because he was more or less useless for 45% of the game. This hero however would be a) too situational and b) overpowered because she is relatively strong no matter what time of day it is.
im a sucker for heroes that depend on stuff outside of regular factors in hon, like the time of day. i think it would work great.

The number seem solid well thought out. The fact that her abilities depend on time of day like NS in DOTA makes a interesting and versatile hero. I would like to see this hero in game and a small bit of criticism: She seems a bit strong no matter what day, I think you should make her a bit more dependent on the daytime, it would be more interesting.
