Me and my friend had an argue about Swiftblade?s Blade Frenzy, has it always been disableing haste? If it?s been removed recently, when?

Swiftblade is not disarmed with level 4 of this ability but his attackspeed is lowered by 50%.

Also removes all buffs and debuffs when cast.
