Only hero I could ever see using this is legionnaire. Seriously.
This. And it seems like a boring item to me.For a tank, this is actually a rather bad item, since the active effect will make your enemies not want to attack you, which is the opposite of what you actually want to achieve.
the mana is out of place. Replace glowstone with beastheart.
I'm not really fond of the active effect all all. But I voted yes because we really need more items that boost armour and max HP. Are there even any right now?

The active seems hard to balance for many reasons. When is this item better to purchase over blademail; when is blademail better? Ultimately they have the same role -- you'll want to soak up a lot of damage and punish enemies for hurting you.
It's a Good concept, but it's not a very fitting concept when thinking of "what do we need" in HoN.

Seems bad on most tanks as in mid-late game people will always target you last. I could see this on a legionnaire and it working very well with taunt and your whirls otherwise it seems really bad.
