This mod being disabled comes as a shock for me. I thought the feature would be implemented in the standard UI.
To those arguing that it favors casuals.. that's just plain wrong. If anything, it does the reverse -- caters to those whose experience runs deep. Those know how much mana X enemy spell costs (and then deciding to engage or not), or how much damage they need to be at to nuke (taking in magic armor consideration) to effectively finish the enemy off.
It opens up a deeper level of understanding in the game, instead of one that is based on guessing. Sure, their actual health/mana values are available if you click, but as many stated that's an extra action you need to take in, and one that could hamper the outcome of a fight.
TL;DR:
Easier access to health/mana values leads to wiser choices. Wiser choices = better play.
I have to say this actually promote better play. It allows more on the fly decisions as well as wiser choices on whether or not to go into a fight or not. Hell, if exact numbers are a problem, why not show percentages or round the number so it's never exact? Instead of displaying the actual number value, round up the number to a certain point or just show that they have 22% hp left.
My friends and I all adored this mod and it was actually VERY helpful in team fights with being able to see my own ally's actual hp and mana value.
This mod is very useful towards gamers. i don't think this will change the gameplay too much, but it does improves people's confidence and accuracy in last hit creep or tower. And Useful for Legionare Ulti to be much more accurate.
I personally felt like that, IF s2gamers felt that this change the gameplay too much,
ATLEAST FIX THE HP BAR AND MAKE IT TO BE BIGGER, FOR GOD SAKE THEY ARE SO TINY COMPARE TO DOTA. AND I PERSONALLY DON'T WANT OUR PLAYERS TO WATCH THE HP BAR AND FOCUS ON IT TOO MUCH. OR YOU JUSE WANT PLAYERS EYES TO SERIOUSLY GET WORSER EVERYDAY WITH THEIR PLAYSTYLE. AND THEY EVENTUALLY WEAR GLASSES. AND PLEASE, DON'T TELL ME TO GET A BIGGER MONITOR JUST TO SOLVE THIS PROBLEM.
PS : If you have notice alot player always keep their face closer screen just inorder to look at the HP bar and get accurate last hit.

Isn't there a bar scaling option in. . . options? I haven't touched it much but I think it defaults to the smallest setting.

While i can see the use for this, it eliminates something that is acquired from time playing. The more you play, the better you can gauge a healthbar. It is something that separates the experienced from the inexperienced. I see lots of people who want to shorten that gap. But, the way I look at it is this is a very mid skill level thing you pick up. Allowing there to be a more of a blurred skill in the tiers. Just my two cents.
Is it possible to have a button / option somewhere to increase it by 10/20/30..../100..../200% ?
Heroes bars are kinda nice, but creeps are not. Ideal for me would be 150% on creeps and heroes 10-20% increase.
But then again after playing around 20 games, I'm still last hitting rather nice... guess one just gets used to it.
My suggestion would be to not add a new UI, but instead increase the height of the life and mana bars, and add numbers to those, will look much better.
Ability to have numbers on health bars would be fantastic and should be seriously considered as an official feature.
Why was this mod even disabled? You can still see enemy health values in the lower right or wherever you want on your screen with certain mods like the target UI. Were they just mad it was made more convenient? That's stupid.
