Leveling Powermite also levels Burst. Attacking a unit gives that unit the Powermite buff. You can attack allies with Powermite to apply this buff, but the attack doesn't deal damage.

Burst can only be used on units with the Powermite buff. Teleport to the targeted unit, stealing hp from it if it is an enemy or healing yourself and the target if it is an ally.
Level 1: Steal or heal for 6% of the target's maximum life.
Level 2: Steal or heal for 8% of the target's maximum life.
Level 3: Steal or heal for 10% of the target's maximum life.
Level 4: Steal or heal for 12% of the target's maximum life.

Basically, you can throw out buffs with your attacks which allow you to see where the buffed unit(s) is(are), then use Burst to steal health (from enemies) or heal (allies) and teleport onto a buffed unit. Notice that, although you can often plant the buff for sight, the high cooldown on Burst keeps you from blinking all over the place stealing health or healing allies.
This ability can be used in conjunction with Mystic Step to teleport onto an enemy and causing the Mystic Step to immediately explode (Mystic Step where the buffed enemy is moving, then Burst on them). It can also be used to teleport in and ult.
Crushing Energy (passive)

Adding a surge of energy on attacks, Ebb's projectiles move faster and deal extra damage, especially to closer foes. Note that the distance between you and the target is checked upon the projectile hitting.
Level 1: Increase projectile speed by 15%. Upon hitting, deal an additional 2% of base damage in true damage for every 50 range closer to you (from 600) the foe is.
Level 2: Increase projectile speed by 30%. Upon hitting, deal an additional 2.5% of base damage in true damage for every 50 range closer to you (from 600) the foe is.
Level 3: Increase projectile speed by 45%. Upon hitting, deal an additional 3% of base damage in true damage for every 50 range closer to you (from 600) the foe is.
Level 4: Increase projectile speed by 60%. Upon hitting, deal an additional 3.5% of base damage in true damage for every 50 range closer to you (from 600) the foe is.
This ability rewards you for getting closer to foes. Although the hero's range is lower than 600, 600 is used as a base because fleeing foes can quite easily space away. Also, it helps with the math.
Very basically, at melee range (100), this spell gives an additional 20/25/30/35% damage in true damage.
If attacking a non-moving foe while you are not moving (at the max of your range), it adds 5/6.25/7.5/8.75% true damage.
This works with the ult and Burst, as they make foes get up close and personal. The extra projectile speed also helps with pulling off fast Step-Burst combos before it can be prevented.
Plasma Web (active: no target)

Level 2: 2.5 (3.25) seconds.

Plasma Web buff: Whenever an enemy unit is within 300 units of you, it is immobilized, perplexed, silenced, disarmed, unitwalks, and is pulled towards you at a rate of 350 units per second.
Quite simply, you become kind of like a moving Tempest's ult which doesn't deal damage. This allows you to gather up enemies and run on top of Mystic Step to damage and stun them all.
Note that only units within 300 units of you suffer the pull and other effects, so they are detached upon being spaced more than 300 distance from you.
