Just throwing this idea out here for discussion.

Stats:
+50 movement speed
Contains 3 charges and is given full charges on completion.
Each charge grants +10 movement speed.
Activated ability - "Give me the Juice"

Grants +20 Movement speed for 6 seconds and heals for 60 hp and 20 mana per second for 3 seconds. If hit, the heal effect will end.
Cannot be used to capture ruins.
Charges can be reclaimed upon moving 3000 units or entering a fountain.
Pros:
Great for laning as it can be used to heal you a lot.
Bottle Upgrade
One of the fastest boots in the game
Cons:
Have to choose between healing or movement speed
Gives no stats in comparison to other boots.
Hard to replenish when moving slow.
