~Use Effect: Rocket Propulsion!
An ability drawing from the concept of both the mana battery and puppet master's 'charge' counters.
-These boots would have a max charge of 15.
-1 charge would be automatically generated every 5 seconds.
-Every 5 charges would be equivalent to 1 second of full speed (30%) propulsion and 10% temporary bonus evasion; charges are consumed on use.
-Charges may be used at any time and will grant the appropriate amount of propulsion time based on your total charge count.
-5 second internal cool down between uses.
-No unit/cliff/or tree walking.
The original concept design for these boots amounted from our teams thorough discussion of a growing need for diversity in play style and item builds. It seems that the cookie-cutter boots of choice are consistently the ghost marchers in normal play. However, we also liked the idea of bringing some underused items to the table in hopes of varying item builds as well. We feel that part of the fun in HoN comes from trying new builds, and seeing what works best for you as a player.
These boots in particular would be very effective for catching up with a blink, portal key, or a ranged unit kiting you. It would also allow another avenue for potential escape for those that don't have a stealth or leap to get away from incoming gankers. Preserving your charges will mean better opportunities for ganking or an opportunity to escape a potential gank. Using them in smaller intervals will grant players temporary speed boosts to try and catch their opponents off guard or take tight corners to avoid being seen by the foresting enemy hero. It's really up to the user to decide if they want to use these boots offensively, defensively, and how frequently they want their charges to be used. There are endless possibilities.
The balance behind these boots comes from the fact that they don't offer unit walking, cliff, or tree walking - posing a skill based obstacle for the hero launching forth. They must be used skillfully, in proper directions and at proper times, to avoid smashing face first into a group of incoming creeps or a mound of trees. With careful use, these boots could open up endless opportunities for the skilled user, and with reckless use, these boots could mean certain demise to the trigger happy owner.
Constructive criticism and your vote is dearly appreciated!

Please think about concept of these boots, as the setup of them will change constantly.
