Bug fix, reconnecting with a borderline leaver status

My friend legitimately has connection issues and has a high leaver %, he was border line good leaver status so I made a no leaver game because of our streak of games having our other teammates leaving. The thing is, he disconnected, tried to reconnect and it wouldn't let him do to having a leaver % too high.

Leaver status/disconnects need to be counted after the game has concluded, not when you disconnect.

Apparently leaving after a concede, accidentally hitting reconnect, and then leaving again is giving him leaves too.

Not to mention half of those disconnects were from the game crashing...

The second part, concede -> disconnect -> reconnect -> disconnect giving you a leave, the same thing happens if you win.

Win -> disconnect -> reconnect -> disconnect gives you a leave as well.
