cooldown reduction item

Quick idea, simply add an item that reduces cooldowns by 2 seconds, gives some int and str, all for around 3000 gold.

Excellent for spammers, and would breathe new life into :tort::pyro::wret::nymp:

Problem: Certain heroes could abuse it too much :thun::arma::mage:

Solution: only viable for cooldowns 6 seconds and above.

There isn't any specifics here, just a general idea. If someone wants to implement this go ahead.

I'd say reduce cooldowns by 20% instead. Would be more balanced with spamming skills.
