Next non-channeled skill will be cast instantly (no casting animation). If that skill deals direct damage or damage over time, all affected enemies receive a DOT that deals 30 % of the skill's total damage over 5 seconds (max 300).

Utility
This item is mainly designed for casters, though any hero with a direct damage or damage over time nuke can benefit from it. It works equally well to buff up the damage of an AoE nuke, such as Bat Blast (as well as making long casting animation spells like Dragonfire easier to land) or powerful single target nukes such as Blazing Comet and Silver Bullet. The numbers on Tyranny are still up in the air. Also I'm curious if someone can think of a hero who would be OP with this item. Might slap a small slow effect on the DOT as well if it needs a buff.
Cost-Benefit
It fills a niche by boosting caster damage output without (hopefully) being too cheesy. The only contestants it has in this regard are Codex, which is differs from by being cheaper to build and relying on your own skills instead of a mana-expensive single target nuke, and Hellflower, which is twice as expensive and is generally more "battlemage" oriented.
