EDIT I have made some changes to the item as I do agree it would have more use early game. I have also added a small damage per attack. Discuss. I believe with the reduction in cost of the Int component, this item would be really easy to build.

This item would work similar to Harkon's Blade with a toggleable ability:

Recipe:
:GlovesOfTheSwift:Gloves of the Swift 500
:PretendersCrown:Pretenders Crown 185
:ScarabRing:Scarab 325
:ApprenticesRobe:Apprentice's robe 450
Mana Sapper Recipe 200
Total Cost = 1660

Passive Effects:
+5 Strength
+5 Agility
+10 Intelligence
+10 Attack Speed
+100% Mana regeneration

On Use Effect

Action: Attack Toggle
Target: Enemy Units
Type: Magic
Mana cost: 25
Attacks deal magic damage to enemy mana pool instead of heath pool.
Target loses 15% of the mana lost in this way as health.

I would appreciate any and all comments!

Old version, feel free to skip this section.

ORIGINAL

This item would work similar to Harkon's Blade with a toggleable ability:

Recipe:
:Steamstaff:Steamstaff 900
:MajorTotem:Major Totem 540
:ScarabRing:Scarab 325
:AcolytesStaff:Acolyte's Staff 2700
Mana Sapper Recipe 500
Total Cost = 4965

Passive Effects:
+35 Intelligence
+6 Strength
+6 Agility
+15 Damage
+10 Attack Speed
+100% Mana regeneration

On Use Effect

Action: Attack Toggle
Target: Enemy Units
Type: Magic
Mana cost: 50
Attacks deal magic damage to enemy mana pool instead of heath pool.

Applies Mana Sap to the attack target for 5 seconds.
Effects:
-5 Mana regeneration

(My alternative to the current ability is to buff it by making it cause a %damage as mana burn to the target, probably 20% dealt as magic damage)

I would appreciate your comments.

hmm, no damage, but instead losing mana, seems really powerfull..

it should do what you said instead... only a percentage of damage converted to mana burn

Interesting concept. But as I see this idea of an item would have MUCH more use early-mid game than late game, when you have eventually managed to farm 1 of your core items AND this baby. And for what? 150mana damaged/hit and a 5mana/sec negation which doesent really matter that much at those mana pools. not really worth it imo
tl;dr make it cost a lot less so it can be used mid game, where it would shine.

I like the idea - tone down the items required though, and make it less powerful. It's not useful as an endgame item. I wouldn't spend more than about 2500 gold for that effect, and it'd have to have decent stats on the item for me to want it. It's got extremely limited use, since you really only want to use it on heores that have very small mana pools.

Careful not to go close to the 'purge' blade (Diffusal - dota)
