Health/mana bar scaling?

I've tried numerous times to adjust the scale from the interface menu but it doesn't work. could someone please tell me if this is normal, and if so is there any mod to fix it? I do have seen several people in this forum with bigger hp/mana bars but im not sure how...

I'm also aware of that but I don't think any of those two scale the bar that happens to be above the heros head.

Well I believe they also have this mod

I don't think that actually changes the healthbar size though.


It's possible the person just edited it manually.
