+6 Magic Armor
+10 Movement Speed (+30 ms when walking through the river)

So the benefit from combining the items are:
+1 Magic Armor
+10 Movement Speed (+30 ms when walking through the river)

Notes:
-This item contains a passive Magic Armor bonus which does not stack with other Magic Armor items.
-+10 (+30) Movement speed is a flat bonus like in :Stormspirit:
-A Roamer's/Ganker's Choice (I see this on Andromeda, Pharaoh, Behemoth, Valkyrie, ... and many more).
-Balance: Compare to Shaman's Headdress (2050), which gives +10 Magic Armor and +8 hp reg.
-Technical theme background: A plastic foil that was bionically inspired from sharkskin provides significantly improved aerodynamic
properties (for e.g. when applied to planes). Professional Swimsuits also have a surface structure similar to sharkskin.

Interesting Idea but it seems very strong and underpriced in comparison to a shamans headdress.

Well the two aren't really comparable, as this gives no regen, just a little bit of magic armor. I do like it though, it would be great for that roaming gank happy hero.:magm::andr::pebb:

I think that the price is fine on this, I have to admit though, I would probably get this every other game. Nice concept.

They are comparable, magic armour doesn't stack.

Definitely thumbs up, awesome concept. We need more items that encourages roaming, and alternatives to Shaman's Headdress for some nuking protection sounds awesome.

I agree. Mana regen would make more sense with the concept and would make this item less universal.

I loved the item concept but it's way too cheap for what it gives you. Probably needs a higher recipe cost.

Good item the idea of giving a bonus when only in the water seems to be being used in a few peoples ideas lately. Will it give a bonus for a few seconds out of the river i.e. walking out into the forest/lane?

T-up, altho I would replace the M.armor with 50-75% mana regen. would fit the role of a ganker/roamer(the whole idea with +ms and ++ms on river) much better

like i said before, manareg would be better than magic armor, imo

my suggestion:
Replace the Mystic Vestments with Manatube giving 100% manareg (150% while in river) making it harder to get and better for ganker/roamer.
And increase recipe cost by 200

Great concept, I'd suggest minor changes:

-Not all gankers are int heroes, so make the +6 attribute be able to be cycled to +6 strength or +6 agility (like steam boots)
-I don't see the purpose of the magic armor on this. Stick to the concept of the item imo. It's a ganking item, so I think you should have a ring of regen rather than the Mystic Vestaments.
-Note that this is an early / early mid-game item, you need to watch how much you make the item cost because at some point in the game it just isn't worth it.

Great idea overall

I really like the concept of using the river its just well creative :)

a couple things that bother me about the item is that it gives some indirect buffs to heroes who don't exactly need them
:pebb::andr::pebb::andr::pebb::andr:

increasing the recipe cost by a few hundred gold would go along way at balancing it out also maybe reducing the river speed gain by 5.

It's a good concept, however i think that you should change the components to items that would benefit the ganker/roamer more effectively.

step up the price for the extra stats/armor/regen

wouldn't form to much of a cloak, but it would add everything a ganker needs.

i like the idea but maybe lower the speed bonus while in river to 20 as 30 ms is quite a bit with phase boots as well you could be crazy fast(i really like the idea of this on devourer as a slow ganker he could really use it tho the missed regen is quite a bit compared to headress)

I definitely approve. This would be an appealing early/mid game item for gankers, strengthening their role which is what S2 is going for anyway. I think it's balanced relatively fine atm, since the only additional benefits from the recipe are 1 magic armor and increased movespeed.

Anyway, excellent suggestion.

I don't see how this fills any void in the game. The ms in water is really interesting but it will make things too complicated when other maps come out, unfortunately.

This is as far as I understand the best incarnation of the sharkskin item. But I love the concept

I like, but only if they nerf striders some more. Pebbles w/ striders and sharkskin cloak would be like 480ms. Scary.
