Need help with Tempest, please

My friends and I play a lot together and they have asked me to pick up Tempest and learn to play him. Well I've been trying him for the past 20-30 games and I'm not sure what exactly I'm there for. I start off with farming neutrals till I get post haste/shrunken head and then I help push lanes, but I can't do anything alone it seems.

If anyone has an input on how I should play Tempest, tips and tricks and their item builds that'd be great.

Start with Basilus + 2 mana pots for jungle, +6/all lane (should never lane given the chance to jungle)

Boots
Blink
Necbook L1 (Puzzlebox) -> cast this after your blink but before your ult
Post-haste
Shivas -> cast this after your ult
Sheepstick
Finish necbook to L3

Tempest is a disabler and an initiator. Get a portal key and shrunken head (BKB?). After that you should be set.

Early Game: Ring of Basilus, 2 mana pots, go jungle.
Marchers

Mid Game:
Portal Key
Shrunken Head
If you are having trouble staying alive buy 2 bracers.

End Game: Whatever the hell you want/need
