Neutral Creeps staying on target

I've found it really annoying to play as Ophelia, neutral creeps will target whoever aggros them first and chase them very,very far. This doesn't work like as in DoTA going off of the RTS where neutrals will target whatever is there, and if you run something back you can space the damage out between your creeps.

although this is true, and annoying, it may be by design? It really isn't hard or mana intensive to jungle with ophelia, even with this situation.
