FOREWORD: The numbers are just rough ideas. So are the ability names. Please comment on the concept and not the names/numbers.
Model: Some kind of Zorro-like hero with a rapier, black cape and hat. The voice would also sound somewhat like Zorro's. His attack animations should be stabs and swift slashes.
Stats:
STR: 16 + 1.9
AGI: 26 + 3.0
INT: 19 + 2.1
MS: 310
The low STR and STR gain will be explained by his abilities.
Abilities:
Parry (pas):
The Rogue is very skilled with the blade and can block almost any attack from the front. Gives a chance to dodge attacks from the front. Does NOT stack with other evasion modifiers (bfly/radiance will be overridden)
Level 1 - 18% front, 9% sides
Level 2 - 27% front, 18% sides
Level 3 - 36% front, 27% sides
Level 4 - 45% front, 36% sides
Backstep (act):
The Rogue jumps backward swiftly, dodging all attacks made on him and spells cast on while moving backward (0.5 sec). 70/80/90/100 MC.
Level 1 - 400 range, 14 sec CD.
Level 2 - 500 range, 12 sec CD.
Level 3 - 600 range, 10 sec CD.
Level 4 - 700 range, 8 sec CD.
Spin Attack (act):
The Rogue spins around and instantly attacks whatever is behind him. (affects targets in a small area behind him) 60/65/70/75 MC. 11/10/9/8 sec CD.
Level 1 - Attack damage + 1x AGI
Level 2 - Attack damage + 1.5x AGI
Level 3 - Attack damage + 2x AGI
Level 4 - Attack damage + 2.5x AGI
Coup de Grace (act):
The Rogue disarms the target enemy's weapon and uses it against them. Reduces their damage, and gives the Rogue a damage bonus based on how much of their damage was taken off.
Level 1 - 40% reduction, lasts 7 sec
Level 2 - 55% reduction, lasts 8 sec
Level 3 - 70% reduction, lasts 9 sec
Strategy ETC:
Pros:
High AGI gain
Very mobile, good MS
Hard to take down from the front
Decent escape mechanism
Can 1v1 just about anyone, and with the ult, he can 1v2 as well.
Low manacost/CD skills
Excellent for assisting in ganks
Unstoppable with support
Cons:
Low STR gain
Vulnerable to spells (get a hood!)
Vulnerable to more than one enemy
Vulnerable to disables
In upper-level play, hard to function at all without support
Vulnerable to spells
Requires quick reflexes and good control of the hero
Vulnerable to spells
Needs to level up fast, because early game he is...

Synergy Discussion:
Parry is your "core" skill that pretty much defines the hero. He's a fighter that you need to team up on to kill. Perfect carry material.
Backstep can be used in several ways.

Spin Attack is mainly used to get people who are chasing behind you and get the evasion bonus so you can start hitting them. It's useful when you're getting ganked too; run away until you get to where your team can come in, and then turn around and start hitting them.
It can also be used in synergy with Backstep.
Coup de Grace is great to use if you're chasing someone and their teammate shows up; their presence is only going to be helping you.
